Refrigerant Rules Now Have Deadlines — and 2027 Is the One to Watch

2026-10-15

Refrigerant selection has stopped being an engineering footnote and become a procurement deadline. For data center and precision cooling projects, two regulatory timelines are converging on the same date: 1 January 2027.

The United States has named this equipment explicitly. Under the EPA's AIM Act Technology Transitions rules, "data centers, computer room air conditioning, and information technology equipment cooling" carry a GWP limit of 700, with an installation compliance date of 1 January 2027. Comfort-cooling chillers already sit at the same 700 limit as of January 2025. R-410A, at a GWP of 2,088, no longer qualifies — nor does R-407C at 1,744.

Europe's timetable is steeper. Under Regulation (EU) 2024/573, stationary chillers above 12 kW must use fluorinated refrigerants below GWP 750 from 1 January 2027, and self-contained air conditioning from 12 kW to 50 kW must reach GWP below 150 in the same year, with larger self-contained units following in 2030. Split systems above 12 kW face a 750 limit in 2029 and 150 in 2033. Since 12 March 2025 the regulation has also prohibited exporting the listed equipment when it contains F-gases with a GWP of 1,000 or more.

Outside the EU and the US, pressure arrives through quotas rather than bans. Most developing countries froze HFC consumption in 2024 under the Kigali Amendment; a group of high-ambient countries — including India, Pakistan and the Gulf states — freeze in 2028. R-410A will not vanish overnight, but its availability and price will drift.

The critical point is that this is not a gas swap. R-32 (GWP 675) and R-454B (GWP 465) are A2L, mildly flammable, and cannot be retrofitted into existing R-410A equipment. They require purpose-built systems, with refrigerant detection and charge limits assessed against the minimum occupied volume of the room under IEC/UL 60335-2-40 — a real constraint for compact, high-charge close-control units. R-513A (GWP approximately 630, non-flammable A1) is the pragmatic bridge, particularly where high condensing temperatures are required.

For project teams, the implication is procedural: specify the refrigerant at design stage rather than at tender, and require suppliers to provide a written GWP declaration, the safety-group classification, and confirmation that the equipment is purpose-built for that refrigerant — plus a servicing plan, because existing R-410A fleets will increasingly depend on reclaimed supply. The projects that avoid trouble in 2027 are those that chose their refrigerant in 2026.
